Honestly, if Bay knew anything about Emergency Vehicles, or even trucks in general, he would have switched Ratchet's and Ironhide's vehicle modes. Hummer H2 would be ridiculously under-powered as even a light rescue truck, but customized Topkicks and other vehicles of that size/power are often used as rescue rigs and ambulances.
